Rationale and Purpose of the Module:

This module is being developed as part of the revised MPA to ensure a core focus on themes of collaborative governance and leadership. These related themes have been identified as central in some of leading MPA programmes, both in the US and in Ireland. As well as introducing students to general principles and practices about leadership, the module will specifically focus on aspects of public sector leadership in Ireland, more broadly in Europe and in the USA.

Syllabus:

This syllabus for this module will address a number of key themes: i. Collaboration and leadership in traditional PA and in era of NPM ii. The implications of 'governance' for collaborative working, within and beyond the public administration system. iii. Exploring the meanings and levels of collaboration, supported by illustrative case studies iv. The implications of collaborative governance on leadership, within PA and beyond. v. Leadership styles and approaches in PA vi. Understanding possible collaborators - private and not for profit collaboration partners. vii. Managing conflict in collaboration viii. Collaborating for inclusion, equality and human rights. ix. Values as the basis for collaboration

Learning Outcomes:

Cognitive (Knowledge, Understanding, Application, Analysis, Evaluation, Synthesis)

At the end of this module students will: - understanding the meaning of collaborative leadership - be able to distinguish between different styles of leadership - be able to identify which styles are likely to enable or inhibit collaborative working - understand how different groups see collaboration and how it should work.

Affective (Attitudes and Values)

At the end of this module students will: - recognise their own particular leadership style and identify examples of it in practice; - be able to identify their professional and personal values and how these influence their disposition towards / against collaborative working; - be able to recognise how their values and attitudes have impacted on how they operate within collaborative contexts.

How the Module will be Taught and what will be the Learning Experiences of the Students:

This module places issues of collaboration and leadership at the core of the MPA and in doing so recognises the guidelines for MPA accreditation set out in the US by the Commission on Peer Review and Accreditation of the National Academy of Schools of Public Policy, Affairs and Administration. NASPAA requires that 'The degree program's primary focus shall be that of preparing students to be leaders, managers, and analysts in the professions of public affairs, public administration, and public policy'. This module addresses this primary requirement. The module will be taught using a combination of lectures combined with in and out of class small group work. The module will also feature a component of online learning. The module is well suited to include components of PBL and experiential learning and will seek to optimise the experience of participants. This will be particularly important given the MPA's strong focus on targeting a professional market.
